Level 11 is a massive modern city stretching endlessly in every direction. Unlike many Backrooms levels, the environment initially appears relatively normal. Skyscrapers, residential buildings, shops, roads, and even urban parks can be found throughout the city. The city is generally well lit and its infrastructure appears functional despite the near-total absence of inhabitants. Streets are often deserted, though some explorers claim to have seen mysterious figures watching from building windows. Level 11 is known as one of the safest levels in the Backrooms. Hostile entities are uncommon, and several permanent human colonies have been established thanks to the relative abundance of resources. However, the city's immense scale remains a danger. Districts seem to repeat endlessly, and some sectors become increasingly strange the farther one travels from known areas.
